The whole game is one quest loop repeated on every island, and almost every "I'm stuck" report comes from a single step: the hand-in. This page lists every NPC, walks the full quest chain in order, and maps exactly where each boss drop goes.
How the Quest Loop Works
Every island runs the same chain: an NPC gives you a task, the task hands you the special bait or fish that summons the island's boss, you beat the boss, and you return its drop to that NPC — which lights up the next island's coordinates on your radar.
Where people get stuck

There's always a gather-or-catch step first.
No quest is a straight fight — you never walk up to a boss cold. Every one starts with collecting something (mussels, leeches, a fish) that becomes the boss's trigger.

The hand-in is the #1 stuck point.
Beating the boss only half-finishes the quest. If the boss is dead but the map hasn't changed, open your inventory: a named item with its own description is almost certainly the drop you forgot to hand in. Where every drop goes is in the table at the bottom.
Nothing is one-shot
Quest resources are re-obtainable and unlocked islands stay open, so nothing permanently locks you out and unfinished quests can be finished later. That's why the Forest lady's grilled dinner works — the grill only unlocks on the Desert island, so you finish that one on a return trip.
Quest items vs money
Several things exist to be handed in, not sold: the tutorial mussels, the leeches, the Needlefish, and every boss drop. Check the NPC's request before selling anything unusual — selling a required turn-in soft-locks you until you collect another one.
The NPCs

Lighthouse Keeper
Lighthouse
The old seadog on the starting island. He's the anchor of the whole early game: he buys the clams and mussels you pick off the shore, sells the starter rod, the Beer, and the Radar (10 coins), drinks your Beer and hands back the Empty Beer Can, and finally gives you the boat keys. He hands out the opening quest and "Who stole my beer".

Forest Lady
Forest
On the Forest island, by the lake and the swamp. She takes the leeches you gather from the wetland and returns the Modified Leech that summons the Giant Piranha. She's also very likely the "lady in the forest" who wants dinner, though that's not fully confirmed.

Tourist
Desert
Under a tree on the Desert island, refusing to swim because he's afraid of a fish. Give him a Needlefish and he trades you the Carrot that summons the Pufferfish.

Grillmaster
Desert
Beside the grill on the Desert island. Bring him a Blue Shark and he unlocks the grill and lighter, which turns cooking into a permanent income multiplier.

Scientist
Volcano
In the yellow hazmat suit on the Volcano island. He runs the final experiment chain and takes the last boss's fin at the end.

Melvin
Lighthouse
A flavor NPC in orange overalls on the Lighthouse island. No quest, no shop.

Shop NPC
Rocks
On the Rocks island. He's the one who warns you about the Terrorizing Bird before you fight it.

Islanders
Rocks
On the Rocks island. The scared locals the Terrorizing Bird is terrorizing; they're who you're defending.

Military
Volcano
On the Volcano island. They ask you to help defeat the big creature they located, which is the final-boss chain.
The Quest Chain, Island by Island
Opening quest
Sell clams and mussels to the Keeper for your first coins, buy the rod, then buy a Beer (12 coins) and give it to him. He drinks it and returns an Empty Beer Can, which you cast as a lure to summon the Spider Crab. Beat it, take the Spider Crab Shell back to the Keeper, and he gives you the boat keys.
Who stole my beer
Find and kill the creature that stole the Keeper's beer, and carry its body back to him.
Before you start: Keep roughly 12 coins for the Beer. If you spend everything on gear, the chain stalls until you earn more.
Leech quest
Gather 3 Leeches from the swamp and give them to the Forest Lady. She returns the Modified Leech, which summons the Giant Piranha. Beat it, hand its drop back to her, and you get the coordinates for Island 3.
Dinnertime
The lady in the forest wants a dinner fish; if she won't accept it raw, grill it first and then hand it over.
Before you start: The leeches are gathered in the swamp/wetland area, not fished — walk the waterline and pick them up.
Endangered species
Catch a Needlefish and give it to the Tourist; he trades you the Carrot, which summons the Pufferfish. Beat it, return its fin, and you get the coordinates for Island 4.
Grill unlock
Bring the Grillmaster a Blue Shark and he unlocks the grill and lighter.
Before you start: The Needlefish is caught with a Standard Lure, so buy one before you fish for it.
Terrorizing bird
The islanders are being terrorized by a giant bird. Catch a Tuna with the Professional Boss Lure and use it to summon the Terrorizing Bird. Beat it, hand back its head, and you get the coordinates for Island 5.
Before you start: The Tuna needs the Professional Boss Lure, which is the lure tier for this island — make sure it's in your inventory before you fish.
Volcano experiment
The Scientist wants help with an experiment. Catch 5 native fish and he gives you the Whale Bucket, which summons the Bowhead Whale. Catch and defeat it, carry it up the volcano, and throw it into the crater — that triggers the Mutated Bowhead Whale. Beat the final boss, return its fin to the Scientist, and he gives you the military boat key: the game is finished.
Before you start: The native fish need the Scientific Lure, the most expensive bait tier — budget for it. The military base on the island also sells healing, which you'll want for the end.

Grill unlock
Optional in the strict sense but worth doing early anyway, because the cooking multiplier it grants pays for the mid-game.
If you're speedrunning, you skip all three and go straight down the main chain.

FAQ
I'm stuck. What do I check first?
Your inventory for a named boss drop you haven't handed in. The hand-in is the cause of most soft-locks — if the boss is dead but the map hasn't changed, that's the answer.
Where does each boss drop go?
The table above maps every drop to its NPC and its reward.
Can I sell quest items?
Don't. Mussels, leeches, the Needlefish, and every boss drop have a hand-in purpose. Selling one can soft-lock you until you get another.
Are the side quests required?
No. Only the five main-chain quests are needed to finish the game; Who stole my beer, Dinnertime, and Grill unlock are optional (though the grill is worth doing for its income).
Can I come back to an earlier island to finish a quest?
Yes. Unlocked islands stay accessible, so unfinished quests can be finished later.
Is the Forest Lady the same person as the "lady in the forest"?
Very likely — the Dinnertime lady is on the same Forest island. It's not fully confirmed, but treating them as one NPC won't lead you wrong.
Who gives me the boat keys?
The Lighthouse Keeper, after you return the Spider Crab Shell.
